Wireless Link Icon in Control Panel doesn't open, Could you help me to
solve this problem?

Hard to say what you might do to fix something not installed by default in Windows. I would guess some third party app you installed
has created this "Wireless Link" icon. (Most systems just use an icon in Network Connections)

I would try reinstalling it, or removing it from Device Manager, to let windows recreate it.

I precisely installed my infra-red key USB and normally this icon should
function, but it does not function :(
