Heres what my video looks like
http://www.miltonsoffice.com/pac2.wmv

if I use the same board, same power supply and same monitor (a wg
k7300) with a different harness it looks perfect
Any ideas?

yes, its not syncing to the monitor (your harness pins are pin'd out
different)

Check your ground and SYNC pins to the monitor.

I just thought of something.

Is the cab that your having these problems in a Original Pac Man? Some of
the very early games were pinned differently at the monitor.
