wininet error

Archived from groups: microsoft.public.windowsxp.help_and_support (More info?)

Every time I try to open a web browser, the browser closes and I get an error
which appears to be a wininet.dll problem. This also happens when I try to
use any system tools, or any application that accesses the internet. I have
tried everything I can think of to fix the problem. I havent been able to
delete IE cache because I get the error message. Any ideas?
