Making 'All Programs' menu spread across screen

I know it is possible to make that annoying single menu on the START / ALL
PROGRAMS menu spread over the screen instead of having to click on the arrow
at the bottom and wait ages for that final program to appear.Trouble is I
can't remember how it's done!

I thought it was via TweakUI but if it is I can't find it.

Help anyone?

Right click the taskbar and go to 'Properties'. From there click the 'Start
Menu' tab, and click the customise button next to the version of start menu
which you use. In the new dialog box that appears, select the 'advanced' tab
(for the XP style menu), and then in the scrolling box labelled 'Start Menu
items:' find and uncheck 'Scroll Programs'
