Windows Firewall not staying on

I put a check mark in my Windows XP firewall to "Protect My Computer".

But after I boot my computer I have to recheck it each time. This problem
just stated in the last 1-2 weeks.

It will not stay set.

Does anyone know why?

I was told that it is because I do not have Automatic Updates set to on, but
I set it to ON and no change.

I did recently install Norton AntiVirus 2005, but do not see a connection to
this problem. Although I should mention that this has added a new Windows XP
Service named "Norton Antivirus Firewall Monitor". NOTE: I am not using
Norton's firewall software - only NAV,

I have installed WinXP SP2 and all recent updates when running Windows
Update.

A Google search revealed that someone else supported this same problem, but
no resolution was offered.

You only need, and should, use one firewall. Use Norton's
and forget about Windows XP's firewall.

Norton's firewall offers more advanced control over the traffic that passes
through your computer and you also might wish to block outgoing traffic
(that is the traffic from your computer out to the Internet). The firewall
within Windows XP blocks only incoming, not outgoing, traffic.
