I have and external hard drive that responds with the following message when
I click to access the files in Windows Explore "This operation has been
cancelled due to restriction in effect on this computer. Please contact you
system administrator."
When I boot in safe mode and log in as administrator I can access the drive
without any issues. I am using WindowsXP home edition.
I must have reset something but I'll be darned if I can figure it out. Any
suggestion on what I need to do?

Make an registry edit in your User Account.
[HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
Locate "NoViewOnDrive" and delete this key.
