I installed the XP home backup utility and backed up my data to a second internal drive.
Now that I reinstalled XP Home I cannot open the backed up folders.
What can I do to recover the files

Can you see the backup file when you use Windows Explorer?
I'd bring up the Backup program, select Restore option, then point it to the backup dataset.
I'm assuming the "second internal drive" was not touched by your re-install procedures.
BTW, I'm also assuming you 'can' see that other drive via Win Explorer.
