Another Dual Monitor Question

Heres what happens:

I have my 17" monitor set as the main monitor running in 1280x1024, also have a 15" monitor set as a second monitor running in 1280x1024.

Now when I open a game or something, in a different resolution than 1280x1024, if shifts everything on the second monitor. Like if I open a game up running in 1600x1200 (or 1024x768), everything that I had open on the second monitor gets shifted one way or the other.

I figure there has to be a way to fix this.

Hardware:
GeForce 6800, latest drivers, WinXP Pro SP2.

Ok, what about different backgrounds?

I know Linux has multiple desktop capablities, but can't figure out how to do it in Windows. Is this a capability that isn't included in Windows?
