Can I do a windows 7 upgrade from Home Premium (64 bit) to Professional (32 bit. I need the 32 bit to run certain drivers.

Yep, clean install to move from 64-bit to 32-bit (or the other way around). However, if you can live with 64-bit, you can do an in-place upgrade from Windows 7 Home Premium to Windows 7 Professional using the Anytime Upgrade feature of Windows 7.
