Is there a mobile graphics card that can handle CS:Source, even on the lowest settings? I am completely in the dark here.

ATi released 2 new ones today:

Both should handle it. As well as the older (in age) MR 9700/9800/9600 and Geforce 6800 Go.

Lots; mobility X300s, 9600s,9700s, 9800s, new geforce 6800 Go and Mobility Radeon X800, too, as Pyrajeet mentioned...
