+5V staying around 3V

PC Wizard 2005 and SpeedFan both show my +5V staying around 3V
consistantly. I have been having issues where my PC has been hanging
up, mostly when doing lots of things at once. Could this be the
problem?

yes.
definately a major problem.
you may want to confirm the voltage with a meter...
but it looks like you will need a new power supply

well, scratch that idea. i just went into the BIOS to check and it
shows it very close to 5V. obviously bad readings from that software.
