Poor PC game performance

For some reason I get horrible stutter for all my games, this includes Call of Duty, Battlefield 3 and Racedriver Grid. This makes the games look like they are jumping between 10 and 40 fps every second. BUT when I put the computer into sleep for 2 hours then every game runs at perfect 60fps, even at 1080 HD and highest detail, but will AA off. I cant see any changes which happen when running in sleep which could affect performance so I am confussed. As soon as the computer is restarted or switched back on from shut down then the stutter issue returns again. The computer does not go higher than 70 degrees so there is no way it is overheating and the fans are new running fine.

Windows Vista 64
1TB HDD
8GB RAM
Phenom ii 940 x4 BE (3.0 Ghz)
XFX Radeon 6950 1GB
ASUS M4A78 Pro

Well, it might be that the PSU is staggering the power and when you rest the PC, the power outage is limited to just the resting mode and upon re-enter, there is no surge for power until you start gaming for a longer period. Hard to say but only to ask, what is your PSU wattage? If it is more than 650 watts then it could be something entirely different.

The video card minimum power requirements is 500 watts and requires 2 x 6-pin connectors.

Considering that the ram required is only DDR2 and that the motherboard only has a 4-pin connector (rather than 6 or 8-pin) for the support power, I'd hazard a guess that this motherboard isn't really designed for gaming but more for business purposes (or school work & studies).

I still think it is the PSU that is causing the problem, please state whether you have connected the 2 x 6-pin connectors to the video card (and not used molex connectors).

The PSU os 600W but that was upgraded from 550W last year, but this made no difference. Also, it runs perfect after 2 hours in sleep mode. The temps range from 47 to high 60s. I dont see it being a graphics card issue as I have tried 3, a HIS 4670 1GB, Saphire 6870 1GB and my current XFX 6950 1GB.

The issue was never solved, sorry for such a long delay as I have been VERY busy. I have tried 4 GPUs, a 3470, 4670, 6870 and a 6950 all at 1GB and the issue still continues, two PSU's have been used, a 500W and a 600W, though the issue is resolved after 1 hour of sleep mode but after a restart it's back to it's dodgy low performance every time until I set it into sleep mode. All drivers are up to date but I fear that I may need to sort my CPU out as it is suddenly getting scary temperatures of 85c at idle and 120c in Battlefield 3 but sets about 105c in other games.

CPU temps are definitely a problem, whether it is the problem i'm not sure, but settling at 105c is seriously bad news and will be causing CPU throttling (which would cause your problem).

Thing is the temps are the same after a restart or waking from sleep mode so I can't see the temps causing the issue, I could be wrong however but I will be replacing the CPU fan anyway.

I've noticed from my experience, that after tinkering in MSI Afterburner I switched off the automatic fan-speed controller. Thus, my GPU was being worked like a horse and not receiving the cooling necessary, which resulted in an incredibly laggy gaming session. I didn't realize until after (because it was going well in my favor anyways), but this may very well lend you some insight into your problem. When gaming, record your CPU and GPU temperatures & let us know what they are.

When you say 'the computer does not go higher than 70 degrees' - are you talking Celsius? Because 70 Celsius is quite hot for any component inside your PC.

I feel like it's a temperature thing, because as soon as your PC wakes up (and the components are not hot), it runs swell, until they get hot, at which point things start to go south.

The temperatures are at celsius. I have switched to my 4670 card as my other went faulty and is off for repair but the temps for it under heavy load are 60 and 36 when idle, and the CPU has gone up to 120 (crashes after but this is only recently been happenning) when under load but even at those high temps the performance stays the same smooth frame rate, at idle it is 54. It is ONLY before a sleep mode is done that the performance is stuttery and horrible even when just after booting up when it's around 30 - 40 degrees.
The fans are all running as they should though I am planning to replace the heatsink for my CPU but it has only been going meltdown the last week or so but the performance issue has been going on for over 3 years.
