Windows 7 Crases During Shutdown

When i hit the shutdown button in windows 7 my PC says logging off, then shutting down then i get a light blue screen in 1 monitor and a black screen in the other monitor and it stays there.

Is there anyway to fix this?

Also this happened right after a i rearranged my cables so i have no idea if its software or hardware related. Everything else works fine also.
