I am on Win xp sp2, fully patched.
I have numerous usb ports on my computer,
I assigned (or thought I did) letters to each
usb port.

However the letters appear to be assigned to the
flash memory stick(s) itself that was pluged in at the
time of the letter assignment.

I have numerous flash memory sticks and sometimes
I want to plug in more than one at a time in differnet
usb ports,

Is there a way to have a letter assignment by usb port
instead of by the memory stick?

I would like to access a particular letter for a usb port
no matter which memory stick I insert into that usb port.

No.
You assign drive letters to drives, not ports.
