Hardware requirements:

Minimum: 1.6 GHz CPU, 384 MB RAM, 1024x768 display, 5400 RPM hard
drive
Recommended: 2.2 GHZ or higher CPU, 1024 MB or more RAM, 1280x1024
display, 7200 RPM or higher hard drive
Running on Windows Vista: 2.4 GHz CPU, 768 MB RAM
1.22 GB of available disk space for the minimum installation
2 GB of available disk space for the full installation.

The su4100 CPU is too slow considering the above requirements.
Short Answer: No, you cannot run Visual Studio on that CPU.

of-course you can , lets not forget that the minimum requirements are referring to a single processor whereas the spec is referring to one , and thus it should be able to run , i should know i used VS 2008 on a 1.6 p4 and it worked fine

I know the topic is old. But as the above. Why not.

SU4100 4GB MEM.
VS2005, VS2010, ECLIPSE...whatever basically runs. Not great, but it gets the job done.

Think XP MODE(run under VMWARE) in windows 7 suffers due to lack of virtualization. Still runs though.
