Circular Loop - Setup cannot run in safe mode - restarting..

I recently used the msconfig tool to set my pc to start in safe mode so I
could remove some spyware. I then decided to reinstall windows XP and start
from scratch.

Only problem is now when the system boots it always boots in safe mode
(regardless of option selected from F8 screen at login) - says setup is
restarting
and then when it loads says "Setup cannot be run in safe mode. click to
restart".

Its basically stuck in a circular loop and it seems there is nothing I can
change to get me out of it - PLEASE HELP !

Well if you are going to reinstall windows this problem will no longer be
there when the new version of windows is installed.

Just get your computer to boot off the CD-Rom rather than the disk and
format the drive and reinstall windows.

Yea; umm... There is a reason why people that recommend these solutions should NEVER be in the industry.

To answer the QUESTION and not pose a ridiculous solution unlike "ANNONYMOUS" the answer is a fault on the disk maybe; where it corrupted the bootsector. You can boot to a CD-ROM and look at the bootsector; it may just be a CHKDISK issue.
