2 G routers, 1 wired as AP //snafu

np26g-usb compex G wifi Router cabled/configured as switch/AP.
dwlg650a dlink pc card talks fine either location
laptop moves from dlink to compex fine
laptop move from comex to dlink, radio connects fine but no network
connection until I reboot dlink router.

Been surfing along fine for a year with a Di624a prismGT wifi router / dlink
g650a prismGT PC Card ,,,, bought a 2nd wifi G router `compex, PrismGT to
use as remote ap to increase wifi coverage/signal into a remote bldg/garage
apt also acts as a remote switch feeding some servers.

Anyhow, setup remote apartment LAN to 192.168.0.254 turned off DHCP,
disabled NAT, set static WAN . Arial cabled patch cable with a crossover
coupled on the end to feed it into one port of the remote compex from one
port on my old in home dlink router who's LAN addy is 192.168.0.1.
Same wep, same ssid - different channels,, 1 & 6 Everything's running
fixed ip on all computers with both routers dhcp's disabled.

Here's Snafu;
wireless laptop works as norm in the house - turn it off walk out into the
apartment and it works as norm out there too on the new router,,, but then
I carry it back into the house and power up - trouble....
radio connects fine, but it wont talk to router until I go reboot the
router off another computer.
Route Print, ipconfig -a, looks same.

Idea's, Suggestions, Help ?

Just to toss in what I think is odd... While in the apartment I can access a
wifi camera that's talking to the house router. I can on occasion from the
house get the laptop to associate back with the apt router and the in-house
wifi cam easily talks through the house router even though the laptop cant.
