Yes it can - this is the same for about 95% of Naomi games. I think it
is DIP switch one on the Naomi Filterboard - part of a bank of switched

One position enables VGA and in the other position it provides a CGA
output. Note though that in order to get CGA you need to use the JVA to
JAMMA adapter that comes with kits - there is a VGA cable link from the
main motherboard to the IO board and the CGA graphics output is taken
from the JAMMA edge connector as opposed to the main VGA connector
