Are you certain those programs aren't just reporting your AGP aperture size (set in BIOS)?

Sandra reports this seperatley as 128mb of system video memory currently (correctly). I've altered it in bios to 64 and 256 agp aparture and sadra reports this correctly as well with no change to 'real' video memory in dxdiag or aquamark?

You might have a damaged card. I've seen cards with a damaged memory chip drop one bank of RAM, losing half their memory.
