Well I figured I'd fix the pcb today. Pretty easy, accordinf to the
schematic there are two ICs in the sync section of the board related to
vertical and horizontal sync so I replaced the first obvious suspect a
7486 near the interlock connector, this got the screen v-hold to lock
however the screen was shifted up about an inch or two and there is no
way to adjust the monitor to compensate for this so I replaced the 7411
near the video output connector and this fixed the screen shift. Whoop!
