I'm getting bad Fps in battlefield Vietnam

In battlefield vietnam, using a p4 2.8 1 gig of ram, anda 6600 Gt agp8x i'm getting a FPS of 21 on max quality 1024 by 768, but on tomshardware guides with only the diffrences of 400 mhz(is that the reason?) they are getting upwards of 90 fps. What is wrong?

FSAA & Ansiotropic filtering enabled ??
if you ramp the settings down to normal how are the framerates then ??
same problems in other games ??
what version of drivers are you using ??
