ATi X800 XT PE and FPS

I just wanted to know why I'm lagging in games. I just bought an ATi X800 XT Platinum Editition video card and I'm getting very low fps. It like drops to 30-40 fps(Counter Strike Source).

I have an Intel Pentium 4 3.0 GHz CPU, 1 Gig of RAM, a DFI Lan Party Pro 875 PRO, Western Digital 80 GB hard drive, a Sony 17" LCD monitor. For Counter Strike Source, I play on 1024 X 768 resolution, and all other settings were default with the star next to them(recommended for computer.

Does Anyone know why I may be getting low fps? Can I change some settings for the card to make it go faster?

Did you remember to use a driver cleaner to get rid of the old drivers? Besides that, I can't think of anything else but a defective card.

You do have power supplied to the card via 4-pin connector?
