Blcok Internet sites with XP

IS there anyway I can get certain sites that I want blocked. I tried places
in the internet options to block the ones I want. However, You can still get
to them.

Also, different question: How is it possible for me to set it up so I can
use my own password on everyones desktop, like a administrator?
