Bluetooth Drivers and Control Panel

I deleted my Bluetooth drivers and the control panel. Now I cannot
install updated drivers (Tells me I need to turn Bluetooth off) or find
how to install control panel. I am presuming that turning Bluetooth off
is a Regedit job - but where. All help appreciated.

Now I have a control panel - Thanks. Trying to intall drivers says that
my Bluetooth module needs to be turned on. It is integrated inside the
PC so I can't turn it on. The bluetooth light on the PC is lit
implying the module is active. Add hardware doesn't find the module;
detect hardware doesn't find the module.
