How Do You Fix The 0x800A138F Win Update Error?

I know a lot of folks have received the 0x800A138F error code from Windows 2000 SP3 for Windows Update, but I'm also getting it on XP Pro. Any idea how I can get the site to work again? I would appreciate any advice. Thanks.
