Help and Support program

When I click "Start" followed by "Help and Support" the "loading hour glass"
shows briefly but the Help and Support opening screen does not appear. I
went to:
C://Windows/PCHealth/Helpctr/Binaries/Helpctr.exe and clicked there to try
to open the program directly but got the same strange result.

I work under Windows XP Home Edition service Pack 2.

How do I restore Help and Support?

Type in Start/Run:

helpctr -regserver

Reinstalling HelpCenter:
------------------------

Open %systemroot%\inf folder and locate the PCHealth.inf file (might show as
PCHealth in W.Explorer). Right-click the file and choose "Install". Insert
your XP CD when prompted.
