Does anyone out there know how I could set up my wireless network to
pop up a welcome window when someone connects? I have seen this done
at a few public hotspots and am wondering how this is done.

I believe this is done with Radius.

Here is one way to do it, it doesn't pop up a window, but it will let you
redirect users to a welcome page...

What's to stop someone from setting their own DNS settings and not accepting
the DHCP-provided DNS Redirector IP address?

The average user will never think of this, it's hard enough getting some
people to use DHCP or do an ipconfig /release /renew

In the firewall/router/NAT device you would create a rule that says
something to the effect of...

Don't allow port 53 outbound (DNS lookups) from any client except the DNS
Redirector server

Netgear FR114P and most Linksys devices let you do this easily.

In a freespot environment, you consider if the person is clever enough to
specify a static DNS server instead of the one provided by DHCP, perhaps
he/she has earned the right to browse freely...?

In nocats captive portal the access to the internet is dependant on the
user signing in in the provided page and keeping it open.
