XP recycle bin

My recycle bin icon is on the desktpo, but when I open the recycle bin , all
I get is the flashlight looking for files and folders. I think I mighted
have deleated a file that is necessary for the recycle bin to work properly.
There are lots of photos and files in the recycle bin to be permanatly
deleated, but i can no axccess them. I can see them when I do a virus scan.
Does any one know how to repair the recycle bin, or, reinstall the same
