I think you are skipping a step, by trying to install the OS before discovering why the BIOS isn't detecting your optical devices. You might have a bad IDE cable, a bent connector, misconfigured jumper settings, or some kind of problem simply because both devices are on the same cable, if one of them is damaged, etc.
