Trouble installing "WindowsXP-KB883939-x86-ENU.exe"

Get error dialog

'Setup could not verify the integrity of the file Update.inf. Make sure the
Cryptographic service is running on this computer.'

Multiple attempts result in same error message.

The Cryptographic Service is running, was running before trying to install
and states it's running now.

Suggestions?

Stop the service, rename the Catroot2 folder to something else, and start the cyyto service again

Stop Cryp... service, deleted Catroot2, restarted Crypt service, same
problem!!!
