"I can't open any files..."

Somehow Windows Explorer got deleted. The only functionable thing on my
computer is the Internet. I can't access any files or programs that
rely on Windows to function. So I can't do a System Restore.. .so what
do I do?
Say if I have a professional fix this, what would they do?

Try an Upgrade, or Repair setup of XP.

If you run an XP "Upgrade"setup, from the original, or "Gold" version of the setup CD, and you have SP2 installed, it might go into
a setup loop, and you could lose your install. Uninstall SP2, BEFORE you Upgrade setup from CD (that lacks sp2 on it.)
