System Recovery; internet and cd drives not working

I have an HP computer; it's about three years old. It came with Windows ME.
When I installed XP Home edition on it about a year ago, it stopped
recognizing the cd drives with the exception of isolated instances that would
last for anywhere between several hours to a day or two. Now, I can't access
the internet because of a curropted copy of IE on my computer. I'm not sure
how it became curropted, but it did. Now, I'm moving the computer to my
parents' office, and I'm trying to do a system recovery on it, but I have no
way of doing so because I can't get on the internet or load any cds. Help
appreciated.

As a last resort, you could use a 500MB( maybe a smaller size will work)
media card to dl IE on another computer and install it on yours. The media
cards are recognized as hard drives and will likely bypass the cd drive
recognition problem you are having. A card reader costs about $20 and is a
plug and play device on xp. If you have a friend with a digital camera,
that's the person to get help from.

On the other hand, solving the cd drive issue is a more direct route, and is
possibly related in some way to the IE problem.
