ok, here is what I do know:

it is not an IRQ problem
its not the apps I am running
it is not in ANY way a driver problem, with the exception of a possible incompatability wmy motherboard)

now, the voodoo3 3k will about 50% of the time not run my games. the games start, I see the 3dfx logo, then I get a blank white screen. I can only keep rebooting my pc until it works to run the games.

any ideas what hardware I should replace?

If you want us to help you, shouldn't you tell us everything about your system? cpu, mobo, sound, windows version, etc. Otherwise, what's the point?

I think that's it could be that windows is just plain messed (which can happen a lot, try a fresh install) or, it could be a virus, for both, you should reinstall windows. By the way, which games are you playing?

1) I have re-installed Winblows any times...both Win98 SE and Win 2000.

2) its not a virus...I am positive on that

3) UT, Quake 2(compatability mode is the only way to get in), Tanarus

Have you checked your bios to make sure that agp 4x and fast writes are disabled? Try increasing the graphics aperature size/decreasing it.

I would try these things..
1) Did you install the 3dfx Tools with the drivers. If so, I would try restore everything to Factory Default. Including setting your refresh rate to "adapter default".

2) While in safe mode install the new drivers again...

3) If all else fails, Reformat the hard drive.

hey, the whole series of voodoo cards do NOT support AGP texturing and hence fast writes, agp 4x and agp aperature size is not the point.
3dfx treats the AGP as a 66mhz PCI bus.
