eLingo, the translator software (see
http://www.forbes.com/1999/08/27/feat_print.html), was from Lernout &
Hauspie that got acquired by ScanSoft
(http://www.scansoft.com/news/pressreleases/2001/20011212_LHclose.asp).
However, eLingo is not listed as a product available from ScanSoft, so
it got renamed, it got encompassed within another program, or it died.
Could be the old version of the program doesn't support Windows XP. It
appears Lernout was just one company that was using the eLingo but maybe
under a different product name, as the article mentions that eLingo can
be licensed to anyone that wants to buy a license. ISPs could also
provide it as a web-based translator but the error you mention would
require running a local client program. So where did YOU get the eLingo
program that runs on your host (instead of on a web server)?
