Startup issues

So after accidentally deleting a partition w/ Linux, i get an error message every time i start my pc.
the message states:
"GRUB Loading Stage 1.5
GRUB Loading, Please wait...
ERROR 22"

if i put in the windows disk, go to repair, it doesn't recognize any OSes (of which there should be only one, Win7 x64)
repairing startup doesn't seem to work. If i open cmd, it can't find any directory other than the disks (X:\)
I've run out of ideas...
anyone have any suggestions?
Thanks

More about startup issues
  1. You need to restore the GRUB bootloader or put it back to the Windows bootloader.

    Try:
    http://technet.microsoft.com/en-us/magazine/ee851681.aspx

    or SuperGRUB disk

    or EasyBCD
  2. I've tried deleting the old one (can't do it)
repairing the old one (can't do it)
    fixmbr says it worked,
    fixboot says 'element not found'

programs like EasyBCD aren't helpful since i can't get into Windows to launch them.
