Does decoding MP3's to WAV, normalizing, then encoding back into MP3 result in loss of quality?

Damn. I hate the volume differences between some MP3's. Someone needs to make a standard.

the loss of quality happens at the first mp3 encoding. there's nothing left to be cut at the second time.

Actually, it depends.

The main loss in quality is incurred when the original wav is compressed.

If you decompress, normalize, and then reencode using EXACTLY the same encoding method, then there will be no further loss in quality.

However, if you use a different encoder or even different settings, there will be further loss in quality.

So, if you encoded with LAME VBR, you must reencode with LAME VBR, not Xing, not MusicMatch, not even LAME CBR.

command line switches must be the same too.

Unfortunately, my MP3's have come from many different sources. There's no way for me to know which encoder was used. Guess I'll have to live with them the way they are. It's just annoying, that's all.

I convert CD's to mp3 files using CDEX.
It has a few features you may be interested in. It is a small download and it uses very little system resources when running.
