Tricky upgrade sequence

I have an AX6B ( DMA/33) motherboard running latest version (haha) of win98, with a 4.xGB HD and a 4X CDROM. I would like to do 3 things.

1) upgrade to win2000
2) add more HD ( maybe another controller if needed)
3) replace the CD with a read/write DVD or CD

What is the sequence to do this ? win2000 upgrade first ? or hardware first ?

Also any limits to my choices for CD/DVD or HD ?

First off;
CDRW will require 64Mb RAM Min.
DVDRW will require 128Mb RAM Min.
To operate properly and not constantly crash the system.
How much RAM do you presently have in the Machine?

What is the sequence to do this ?
I'm tempted to say:
Upgrade your motherboard/RAM/CPU. Then add hard drives/CDR/2000. I say that because everything that I can find about your motherboard is five or six years old. That would put you in the 300-500mhz range for a CPU. If I'm right, that alone would make CD burning unbearably slow. Possible, with the right amount of RAM, but very slow.

1. Add the hard drive
2. Replace the cd with dvd
3. Install Win2000
4. Install Sp2 for newer hardware support.
5. Then drivers.
