System won't start. Get the msg. "Userinit.exe
application error. The application failed to initialize
properly (0x0000142) Click OK to terminate application."
This after downloading the latest W2K updates and changing
the authority of ALL the users via Services.msc. Can get a
logon screen, Task Manager, and Safe Mode. I think the
problem would be corrected if I could change those user
settings back. Any ideas how to do that? Last Known Good
Configuration doesn't do it. What do those user settings
do/mean? Thanks for any help!

it could be memory error,
try removing the ram modules on your system and inserting it back.

Here's the scoop. I accidently removed hard disk access to all users, including Admin. Took the HD out and installed in another machine with W2K and put Admin access back.
