STB Velocity 4400 freezes computer..

Hi all~
I have a STB Velocity 4400 on my computer.
Usually under windows98/2000 everything works perfectly. I can play 3D games like MechWarrior4, Q3, UT, etc etc.. however. as soon as i open an browser(IE or Netscape) and start to serf the net, my computer freezes. EVERY SINGLE TIME.
I tried to resolve this problem but with no success.
I tried flushing the bios of the card, doesn't seen to improve anything.
I tried to cool the card with fan. still the same problem. (I think the card is generating a lot of heats, more then it should. The card was too hot, I couldn't handle it when taking it off)

Can anyone help me with it? I really don't know what to do now. Thanks in advance.

System:
Duron 700 oc 800 mhz + MSI K7T Pro2-A
256 MB RAM PC133
CPU tempeture is 40C

Well.. cause when I take the card out, the computer works fine. When I put it back in, computer freezes again.
I had puted it in a AMD K6-2 300 too, it also freezes from time to time. The K6-2 300 has 250W power supply. the Duron 700 has 300W power supply
