Any advice on ATI Rage Fury Pro

I have an ATI Xpert 2000 32mb . I need a video card for video encoding off cable and a video out (coaxil or rca *not* S-video)to watch computer files on my television. i was looking at the ATI Rage Fury Pro i think it's what i need (and in my price range - otherwise i'd look at the ATI AIW 32mb). Can anyone advice me on if this is the card for my needs or if there is another card that i could use in conjunction with my xpert (like a video in/out via PCI or USB or something...)
a tv tuner would be nice but aslong as programs like VirtualDub and such will still capture whatever input is coming in into .avi (or dare i hope .mpg)i'll be happy.
