I have tried three times to get this thing compiled per the instructions at
their website. No luck. Is there an easy way with a minimum of downloads
involved to get just a basic version of MAME up and running?

Try MAME32, the Windows gui version of MAME. Works fine on XP Home.

Thanks for the input. I now have it downloaded but I can't find a website
which provides working roms for MAME. I thought I found one based in
Argentina, but after downloading a rom or two from that site and having them
unzipped to the MAME rom file, I then go to the game and doubleclick it from
the MAME emulator. After this, the same thing happens every time. . .a
list of files comes up with the message that the game cannot be run because
there are some missing files.

What now?

You have some options:

--Go to http://www.lazarus.org.uk/ and find a burner who will supply you
- for cost of media ONLY or FREE if you supply media with an uptodate
set. I believe it runs to around 5DVD's or more right now.

--Download DC++ from http://dcplusplus.sourceforge.net/ then go to an
emulation hub and download

--Get them from a binary newsgroup

alt.binaries.emulators.neogeo

I downloaded a whole compilation of roms in one go using Shareaza. They
should be available on your favourite P2P application. Regarding the list of
files with the error message, I get that too sometimes. I think it's just a
corrupt rom for that particular game. You could try downloading those
corrupt ones again from a different source.

You don't need to and shouldn't unzip the ROMS. You also need to change
the directory of where the ROMS are in MAME32 by going to Options -
direcories and them audit them.
