2 parter:
On booting up my computer, it was acting sluggish. It did boot up, but there
was no taskbar or start menu. I wanted to do a restore, but had no way. I
followed instructions and restarted, F8, safe mode with command prompt, but
when I tried to type in the suggested text, it would not type. (just stayed
blank - couldn't even hit enter with any result) Perhaps unfortunately, I
decided I needed to reinstall windows - I attempted to do a repair - it got
stuck with an error message 426 and now every time it reboots, it tries to
restart setup.

How can I get out of this setup hell and then how can I fix the other
problem???
