Help creating network based directory

I really don't know exactly what to call this, but I was asked to create a property directory for a company that will allow employees to browse or search by address. Each property must have their own description, photos, and allow input of Geo-location data for a map. I must be accessible by employees through a web browser and a smartphone app (which will be simple since all the employees happen to have android smartphones). All I need help with is to know where to start. I apologize in advance for the poorly made mock-up I created in the 10 minutes I spent on it.

Any help would be appreciated.

We're looking for something a bit more complex, though you are on the right track. If it can be built in to a program with detailed features and a complex UI, than it could be something I can work with.
