In USER ACCOUNT I have set accounts (all computer administrators) for my
kids, wife and myself.
In SELECT LOGON AND LOGOFF OPTIONS i have ENABLED both.
however, when starting the machine or changing user, the window to enter
user name and password always appears, but not all the different user
pictures to click on. why?

Go to start/run, and type

control userpasswords2

see advanced tab checkbox for forcing users to ctrl-alt-delete to logon.
