Hello,
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
does this driver for windows 7 have upper and lower filters. I click on the properties and get an error that they cannot be opened. Should I just delete the whole thing and then reboot:

I have recently had to upgrade to windows 7 and now I have no cd/dvd drivers. I have the windows 7 disk but I can't use it as it is not being recognized. It's a catch 22.

No you should not delete the whole thing, deleting the wrong items in this part of the registry can totally trash your installation of Windows. You will find that you will have several entries with this name in the registry and only one of them is relevant to the CD drive, find the right one and it will have the upper and lower filters in it.
A safer alternative is to go to the Microsoft web site and run the “Fixit” wizard.

You may need to run Regedit as administrator to modify these settings.
