I recently upgraded from 2000 to xp, however when i right click on the
desktop to access properties then go to settings , then advanced, then
monitor I am un able to access properties. how can i fix this so that i can
change the refresh rate?

To change the refresh frequency for your monitor.
Open Display Properties...
Start | Run | Type: desk.cpl | Click OK |
Settings tab | Advanced button | Monitor tab |
In the Refresh Frequency list, click a new refresh rate

Display Properties | Settings tab | Advanced button | Monitor tab |
Properties button
opens the Properties dialog box for the monitor and video adapter.

This is the same thing you see opening the Device Manager...
Start | Run | Type: devmgmt.msc | Click OK | Click the [+] Monitors |
Double click your monitor
