The upgrade advisor is telling me that I cant upgrade from Windows ME to
XPHE and then it says setup cannot continue. I thought this was a valid
upgrade path. What is going on?

Do you have a "Retail Version" or "OEM Version" of Windows XP?
Only a "Retail Version" can upgrade. OEM versions must be installed
"clean" on a reformatted drive or partition.

Brian,
Could be hardware or drivers issues with an older computer.
Look here for your computer;
'Tested Products ' (http://testedproducts.windowsmarketplace.com/)
Best,
