This happens whenever a file is accessed by another program. YOu can try defragging in safe mode, and make sure your screen saver is off.

These days, Winx operating systems have so much programs running in the "background" these are programs that are installed usually without your prior notice or even approval. Programs running in the background have acceess to your harddrive, when running Scandisk and Defrag if one of these programs have access to the drive than Defrag will start all over. This is NOT a Microsoft problem, but the quickest safest way to ensure a full/complete scandisk/defrag is to do so in SafeMode. You can get to safemode by shutdown your system then either holding the "Ctrl" key while booting or hitting "F8". A menu should popup, go from there. No menu equals you hit the key during the wrong time -> try again.
Another trick is to clean up your "background" programs by using "MSCONFIG" this allows you to control what starts up during the boot process, it does NOT delete the program just prevents it from starting. MSCONFIG can be ran from the "START" menu then selecting the "RUN" command, type in MSCONFIG then the "STARTUP" tab. Any program that has a checkmark is allowed to start, unchecking will prevent it. Warning, SOME Microsoft program must run in order for the computer to work the only way to know for sure it to check on line or shut off everything and one by one turn on services - GOOD LUCK.
Use Ctrl, Alt, Del, and end task on each active program except Explorer and Systray, then defrag, if it still doesn't complete you may have some active spyware on your machine, you'll need either AdAware or Spybot to get rid of it.
Also stop the Screensaver, and make sure an Auto-Protect Anti-Virus program is not running.
