What determins which high ASCII characters will be displayed on systems.
Most of them show up as ?. Is it the system fonts? How can you get the rest
of the fonts installed. Why do they display when you type them?

High ascii is determined by the keyboard codepage. This is assigned in Windows with Regional Settings for language.
