I am trying to install a new install to a usb drive. It shows up in the list
of Drive/partitions in the setup window but when I try to select it It says
that windows can't access it. Would appreciate any assistance. Thanks

Windows will not boot/operate from a USB drive. There would be nothing to
gain if it could, as every computer you connected the drive to would need a
repair install to work (different hardware).
